Yesterday (and the day before that, and the day before that, etc), I ran

   radeon-software-adrenalin-2020-21.11.3-minimalsetup-211117_web

to update the Radeon driver to 21.10.2.  It completed successfully, and I was able to run Forza.  But the next day, whenever I go to re-launch Forza, I get the message:

We have detected the following hardware issues:

- Your graphics driver is older than the minimum supported version,
which may result in game instability.  You are currently using version
20.10.40, but this game expects version 21.10.1 or newer.  (Code:
FH301)

Why is the system continually downgrading the driver from 21.10.2 to 20.10.40, and how do I prevent that from happening in the future?

First prevent Windows Update from installing Drivers for your computer.

Then use DDU with the internet disconnected and deleting AMD Installation folder at C\AMD and downloading the FULL AMD Package from AMD Download page.

When AMD driver installs successfully, reconnect the internet and again delete the AMD Driver Installation folder at C:\AMD.

Like I mentioned, make sure you have Windows from downloading and installing drivers for your computer.

With Windows 10 Pro and above you can use Group Policy to do that or through Windows settings.

You have to stop the automatic installation of drivers from Windows Update.
