did't find any solve my problem in the NET

I have installed the latest driver pack, but could't find where is encoder there?

i want to record/sream the game WOT Blitz 

i start doing it throu the OBS programm, but it take a lot of resourses

then i do it throu the radeon 2020 , but it didn't work

amd phenom x4 945 processor

radeon r9 270 2Gb 

4*2Gb DDR2 memory
