Hi,
On my new Windows 11 PC, i've been experiencing an error where when I boot the computer, about once in every two boots (error occurs, then success boot, error occurs, then success boot etc although it occasionally breaks this pattern). The boot takes exceptionally long and the ethernet fails resulting in no network access. Additionally, for a minute or two the screen only refreshes once every few seconds and I can barely move my mouse. Sometimes when this occurs, AMD pops up and says that my drivers have had a driver timeout (which would explain freezing) but the freezing still occurs without the popup.
The system is brand new (I built it three days ago) and has the following components.
AMD Ryzen 7 9800x3D CPU
MSI B650 GAMING PLUS WIFI AM5 Motherboard
Corsair Vengeance 2x16GB DDR5 Memory
Gigabyte AMD OC Radeon 7800XT 16GBVRAM graphics card
I am using Windows 11 Home.
When checking in the device manager, my ethernet does not even appear under network adapters when the ethernet isn't functioning.
When investigating further in event viewer, some of these observations can be made.
The system always claims that 'the system has rebooted without cleanly shutting down first' (critical error, event ID 41) and that 'the previous system shutdown at {} was unexpected' (error, event ID6008).
Some other events that have been appearing
- The AMDRyzenMasterDriverV27 service failed to start due to the following error: The system cannot find the file specified (Event ID 7000)
- Audit events have been dropped by the transport. 0 (Event ID 1101)
- Windows failed fast startup with error status 0xC00000D4 (Event ID 29)
- License Activation (slui.exe) failed with the following error code: hr=0x80004005 (Event ID 8198)
- SCEP Certificate enrollement initialization for WORKGROOUP\DESKTOP-T6F0V1J$ via {long AMD link I will link if needed} failed: GetCACaps (Event ID 86)
There are also many warnings to do with DistributedCOM and DeviceSetupManager (please let me know if these could be relevant, I will detail them).
Some things I have tried:
-Factory reset of AMD drivers
-Uninstalling AMD Adrenalin Drivers and installing default drivers via Windows Safe Mode (notably, this caused a myriad of warnings with 'Driver search for device {DIRECTORY} on Windows Update was blocked by policy.)
-Using 24.7.1 drivers instead of 24.12.1 (which was automatically installed by AMD Adrenalin
-Reinstalling drivers without Adrenalin and with just drivers
-Manually limiting GPU boost speeds with Adrenalin
None of these have worked.
I'm not sure how to even approach the ethernet error.
Please advise!
EDIT 1: I have tried disabling fast startup. The following occurred:
Disabled fast startup - issue was not fixed, it just took even longer to start up.
Still no ethernet in network adapters.
AMD driver timeout popup is still there.

Make sure your motherboard's BIOS is up to date
Make sure you have the latest AM5 chipset drivers installed from AMD website or your motherboard's support page (whichever is newer)
What speed is your RAM running at in Windows?
It could be that you have a faulty motherboard. I bought and "open box" B650E Taichi Lite that initially had SATA controller issues where my 2TB SATA SSD would disappear but show up again after a reboot for a bit before disappearing again .. then the NIC started disappearing too.
My replacement board has been flawless though
Make sure your motherboard's BIOS is up to date
Make sure you have the latest AM5 chipset drivers installed from AMD website or your motherboard's support page (whichever is newer)

Updating the BIOS worked (at least for now)! In retrospect, this should've been the first thing I tried since I was using an extremely new CPU, and when I checked the motherboard version predated the CPU release date by 4 months.... if this breaks again, I will update!
