I can confirm DX12 working 100% after updating to 20.5.1 and installing Windows 10 Update 2004. Significant performance increase from DX11 as well.

I have a RX 5700 XT and also get unhandled exception errors with DX 12 and the game crashes after starting a new game.

Do you think this is a problem with AMD drivers or the game itself?

I also ran into this issue. Like you said lowering the settings to medium and the issue is gone.

DirectX11 works completely fine, but DX12 is bugged with the crashing as others have mentioned. I will continue to use DX11 mode for now. Hopefully next Radeon Driver Update has this fixed.

Same here, with latest Civ 6 updates starting doing it every single load, new game or not, previously it only happened occasionally for me. Disabling High Quality Shader works but wouldn't really want to use that option, you lose ambient occlusion in the process too.
edit: RX 5700 XT w/ Radeon Software 20.4.2, Ryzen 7 3700X + 16GB DDR4-3600 on Asus Prime X570 Pro etc

Has DX12 ever worked before for Civ 6? I only bought this recently, and it won't even benchmark or start a new game without a crash.

Can confirm.
AMD must fix it, doubt they will even care though seeing how bad the drivers still are.

In drivers with WDDM 2.7 support from the insider update center, this problem is not.

The driver 27.20.1002.34 comes with Windows 10 2004 with the participation in the insider program.
You can install it separately through the device manager:
