If Alt-Enter fixes the problem, disabling Xbox gamebar and Radeon overlay might fix it. Have you tried doing this?

It has not worked, the problem has come back.
Have you tried giving manual core voltage with WattMan? For example, does WattMan allow to increase the value of 1.2 to 1.25? Have you tried overvoltage? Note: This process can cause faster wear of your GPU and temperature problems.

Try disabling the in-game overlay from within Radeon Software to see if that helps.
I have tried all of these suggestions and unfortunately no dice.
What HDMI cable are you using?
Your monitor has a DP connection, have you tried using that along with a certified DP1.4 cable?
The issue was the HDMI cable, thank you.
I will buy one and try, and update if it makes any difference.
If the monitor came with a DP cable, try that for now.
