AMD Rx 6800 XT really bad fps and staticky sound

Now I will start from the beginning. I just built a new pc. Here are the specs. 

Specs:

CPU: i7-12700k

RAM: CORSAIR Vengeance RGB RS 32GB (2 x 16GB) 288-Pin DDR4 SDRAM DDR4 3200 (PC4 25600) Intel XMP 2.0 Desktop Memory Model CMG32GX4M2E3200C16

COOLER: Corsair Hydro Series, iCUE H100i ELITE CAPELLIX, 240mm Radiator, Dual ML120 RGB PWM Fans, Powerful iCUE Software, Liquid CPU Cooler LGA 1700 Compatible

GPU: Powercolor Red Dragon 6800XT

SSD: Samsung 970 evo m.2 2tb

OS: Windows 11 & Windows 10

After Recently building the pc and having installed all the correct drivers. I tried to benchmark it by playing Halo Infinite, Destiny 2, and many more similar shooters, I was getting great FPS, until I turned the pc off for the night. I turn on the PC 24 hours later about to play halo infinite, I jump on the game and I get terrible fps, and while my pc was booting on and making the booting sounds from my monitor it sounded very staticky... I tried to figure out what was wrong. No luck, no drivers that needed to be updated, and I had installed the most recent driver that is Official (Adrenalin 21.10.2 Recommended (WHQL)). Here is another thing I know it is the graphics card because I have the integrated graphics, and the sound, and I play league of legends with the integrated graphics and audio from the mother board and I get 60fps at max graphic and no glitches or crashes, Which I will get often when the graphics card has bad fps. Another thing is I can't use the adrenaline auto overclocking software at all to modify the card's clock settings, no matter what windows version I used and the adrenaline version I used. 

After that time of trying to figure out what was wrong, I reset the pc numerous times and installed adrenalin again multiple times, but using DDU (Display Driver Uninstaller) to get rid of the adrenaline and to reinstall. This is what I figured out, In steps how to get the fps fix.

After booting on the pc, I use DDU to uninstall Adrenaline, pc reboots with no display driver, use the adrenaline installer and reinstall the Adrenalin 21.10.2 Recommended (WHQL) after the update is installed without having to reset the pc, the drivers, and the graphics card works. I get 80 fps on halo infinite max graphics,  80-100 on destiny 2 with 150 resolution scaling. Yay, I get to play games for a bit, (until I turn off the pc). 

Now I've only had this pc for not even 25 days yet, and I haven't gotten the graphics to consistently work **well** since owning the pc. I bought the GPU from the micro center and I have until February 4th to return it. There is also no physical damage on the card and it has run fantastic before when the computer is not glitching with the staticky sound and bad fps. 

I would really appreciate it if I could get help on what the card's problem is or exactly what's wrong with the software or if its even fixable because I do not want to return this card because I got it for a decent price with the market being so bad right now.
