Radeon RX 550 spikes

I have a challenge with my GPU spiking on a regular basis, freezing computer sometimes to the point of having to hard boot by pulling power.  I have tried windows suggestions, reinstalling driver etc etc but still getting a white screen which tends to go back to display or a "black screen of death".  Temp does not seem to be an issue as it staying in low 60's according to task manager performance tab.  I am quite techy not not a programmer.  Any help or pointers would be really helpful.  I like to play games but not high gpu usage type games.

listing your full system specs including power supply make/model would help others to better help you

I seemingly had issues with my wife's RX 550 2GB GPU with random graphical oddities and driver timeout issues until I replaced her Thermaltake RGB 500w 80 Plus (white) PSU with a better quality Segotep 600w 80+ Gold one.

Segotep (big in China) is far from top of the line .. but yes , better than a 500w 80 white PSU
