Some people who have had trouble with FRTC have had success using Radeon Chill.

I was afraid to get that answer. I'm new to AMD cards/software and would think this would work properly compared to using a workaround Thanks anyway. I'll try it.

I just tested it. It did NOT cap (even after I restarted the game)
