4k monitor can't do more than 1080p when a second monitor is active

Does anyone know about this issue or anything similar?

I have a 4k monitor and an older 1080p, and a Radeon RX 570 w/ 4GB onboard. I'm using current, standard Adrenalin drivers on Windows 10.

The problem I have is simple. I can use my primary monitor at 4k, as long as the other monitor is inactive. If I start both monitors, the 4k monitor drops to 1080p. I can't find an explanation or any logs to say why. It doesn't seem to matter if I'm using HDMI or DisplayPort outputs. Other computers using the same monitors run them both fine at full resolution. Only this card can't seem to cope.

I'm not a gamer, I bought this card to go into a (very) old PC specifically to support 4k for my everyday work. If anyone knows anything I'll be grateful. I can provide specs of whatever is needed.
