Graphics Cards

I just built my first PC so please bare with me. I believe my graphics card running this hard is making my pc loud.  First I had the Zero RPM bug, but I've resolved that. Now I'm noticing my graphics card is idling around 3000 rpm. Using the AMD overlay I see a GPU temperature of 22C and a GPU fan speed of 3068 rpm. Can someone PLEASE help me here?

Ive tried the following (in no particular order)

1. Using a different software to control fans
2. updating drivers
3. deleting amd software
4. changing fan profiles
5. checking bios
6. changing fan curve

and NONE of these have worked for me. DOES ANYONE HAVE ANY SORT OF IDEA??? I've emailed Sapphire as well as AMD and am awaiting a response.

I'm going to try reinstalling windows shortlu.

i have this problem too. i think this is problem with adrenaline 20.x.x

i tried 20.2.2, 20.4.2, 20.5.x,20.7.x,20.8.x

I have noticed if you open performance indicators bookmark from adrenaline this problem disappears.
So i must open this when i go sleep.

version 19.12.3 does not have this problem but there is another problems:

- with audio from clips maked from relive (sometimes appears noise).

- and if i open HWiNFO in background and go sleep, fans spikes to maximum again
