So I just bought a 7700 XT and in the AMD software app it shows that OpenCL™ API Version Not Available. Photoshop says that it is missing as well , and I can't use hardware encoding in Adobe Premiere.
I had a nVidia 1050 TI before, deleted everything nVidia related, reinstalled the AMD drivers... I can't find a way to fix it.

Suppose you used DDU to remove all traces of the 1050.

One possible cause is Windows update replacing the driver, check update history or gpu-z to confirm if driver version details match those with the amd release notes driver info.
