One of my amd R9 390 series fans does not spin even at 80+C
The other fan spins when the temperatures begin to rise. During a stress test, which got to 94*C at one point, one fan did not spin at all while the other was spinning it's little heart out. Is there anything I can do to make this fan spin?
If it's clear of dust, and doesn't spin even if you set it to 100%, and has the same behavior across multiple older driver sets, then there is a high degree of probability it is bad and will require an RMA if in warranty.
