help with ram

i have msi laptop with  amd-ryzen-5-7535hs 
i have ddr5 sodimm with 5600 but in windows task manager only 4800
Is this a processor limit? ( in spec ddr5 support 4800, but why factory install ddr5 5600)

What is the MSI Laptop model? Have you verified that all SODIMMs have the same SPD rating? Have you checked the BIOS to see if there is a memory speed setting?

The BIOS seems to be limited, but isn't it the processor that limits it?

The processor has a default memory speed specification, which you are correct for a 7535HS it is DDR5-4800. However the motherboard BIOS can control what speed the memory runs at, and may have the option to use XMP/EXPO memory profiles. Unfortunately many laptop BIOS do not allow adjusting memory speed, unless it is a gaming class laptop.

As to why MSI would put DDR5-5600 memory in a laptop that will only support DDR5-4800 speed well that is a question you'll have to ask MSI support.
