I have the same issue with Radeon R9 290. In addition to those horizontal stripes glitches, video codecs don't work properly and Tensorflow can't use the GPU.

I have the same issue with Radeon RX570.

Does AMD looking for a solution?

Ditto.  I'm running Ubuntu 18.04, ASRock x470 Taichi Ultimate motherboard, Ryzen 5 2600X and a Radeon RX580.  I've installed amdgpu-pro-18.20-606296 and continue to experience 2 problems:  the screen glitchiness mentioned in this thread, as well as some glitchiness with mouse cursor movements (Logitech K330/M215 wireless keyboard & mouse).  I know the Logitech hardware is fine (migrated from the older system I had).  I suppose the glitchy mouse could be bluetooth-related.

Any solutions out there??

I have a RX480 and I installed only the packages required to get openCL support, that actually worked in blender 2.79b

  clinfo-amdgpu-pro

  opencl-amdgpu-pro-icd

  amdgpu-dkms

  libdrm2-amdgpu

  libdrm-amdgpu-amdgpu1
And after installing only these, no mesa drivers, no openGL drivers, the screen glitching started again
