Rx 6600 Underclocked By default

I have an RX 6600 but the default clock speed and ram speed are so low the clock is 500mhz instead of 2400 and the ram speed is 1200 instead of 1850 , so i have to overclock it to the normal values in order to get the full performance. 
any idea on the problem ?

Did you check those values while stressing GPU or while idling? Did you check them under various games and not just one? Are you sure your game is heavy enough to stress that GPU? Have you checked temperatures too? Is your PSU sufficient?
