PBO setting (EDC) values not matching

Not sure what precisely is going on, but the home tab in Ryzen Master is showing  PPT(720) TDC(360) and EDC(215)

However, before messing around with Ryzen Master I was getting PPT(720) TDC(360) and EDC(480) in the home tab with PBO enabled in my bios. 

 

I enabled Turbo (+200mhz) in Ryzen Master but that seemed to disable the PBO value boosts. I reenabled the PBO in the Creator Mode (along with the Turbo) and the EDC value is showing 215 VS 480

I did enabled the Persistent PCD values and I want to say this feels like a mobo default setting VS a manual setting. There is a setting in my bios (Gigabyte X570) to use MB settings or manual settings (I'm using mobo)... So maybe EDC(215) is the max my board can do? 

So the question ultimately is, Does it Matter? Or should I mess around with it more to try and get the EDC value back to 480? I never pass 51% of my EDC value (prime 95 smallest FFT) and Cinebench is showing an overall (albeit less than a 1%) improvement from stock....
