High bit rate recording sometimes causes this (I haven't noticed this with AVC encoding, only HEVC), is this normal?

I started using OBS Studio to test the new amd codecs, I found that the hevc codec works fine. I recorded 15 minutes of cyberpunk 2077 at the same bitrate I used in RDR2 (video in post) and it looked perfect.
