Bug report: "Your hardware settings have changed. Please reboot your computer for these changes to take effect !!" on every boot with any Catalysts AFTER 18.7.1

Hi AMD,

Two problems.

1) Any driver after 18.7.1 causes that message on every boot.

2) If "AMD external events" service is disabled to fix that message, resuming from sleep results in the login screen appearing, logging in, and then the screen going black. The screen can be restored with a program called restart64.exe (which restarts the gpu drivers) and a hotkey.

Since the second only matters if the first is worked around, I decided to figure out when it started.

First: hardware.

z390, 8700, rx580

Drivers tested by... random narrowing down.

17.12.2 drivers don't have the issue.
18.3.2 nope.
18.12.3 yep
18.11.2 yep
18.9.2 yep
18.6.1 nope
18.8.2 yep
18.7.1 nope

So I believe something has changed in the code after July last year.  Probably in the AMD external events utility. 

I may test an old AMD external events utility with a new driver next.

Side note: it's pretty cool you name the drivers by their YY.M,release. Very nice.

Software: Win7, fully updated, some interesting inf mod drivers to get the z390 working and zero tools like afterburner, xtu, etc.

With a bit of trouble I replaced  atieclxx.exe & atiesrxx.exe with their older counterparts and it's now fine.

No annoying restart message on every boot, and sleep works.

It's a real pain to do because you have to clean all the current drivers, clean out the driver store, clean all possible versions of those files, reboot, install the current driver, stop external event service, then delete those 2 files from syswow and system32 and overwrite them before rebooting. I may have forgotten a step or two but that's the gist of it.

I have z370 system too. The reason for this error is that AMD service is forcing "PCI Bus" driver to install. And it can't install this and it show error mesaage. AMD engineers incorporate the PCI Bus driver into the graphics card driver. I can't make sense of that.

The hardware ID number that is causing the problem is for me: "ACPI\VEN_PNP&DEV_0A08"

What is the status of this issue?  I have installed all of the latest drivers and still have this problem too.

3 and a half years later and this popup on boot is still a problem. It seems like something that should be an easy fix. Is this issue being ignored? Do more people need to report it?

Happening to me with AMD Ryzen 7 5800x and AMD Radeon VII.
