Is a 3900X with a <10 watt SOC power under load running normally?

I've noticed in peoples screenshots of ryzen master (and from AMDs website) that the SOC Power is much higher than mine is. My CPU seems to be performing normally, but will occasionally have issues with a cold boot or a reboot.

Could this be the CPU SOC/Memory controller having issues getting initialized or something? 

My settings in the BIOS are mostly defaults. I set XMP for RAM, infinity fabric to 1800 MHz and leave the rest to auto on an ASRock Steel Legend X570. I found I had to run an older BIOS as the newer BIOSes with AMD AGESA Combo-AM4 V2 1.0.0.2 and V2 1.0.8.0 both caused stability issues with the latter causing random reboots.lowsoc.PNG

No, it should be more than 10w even under a light load, but the fact that you cannot use newer BIOS as well as boot issues could indicate an issue with the motherboard and/or CPU. I would advise seeking assistance on the ASRock forums or their support department as to why you cannot use newer BIOSs.
