The last AMD Radeon Pro driver compatible with Windows Server 2008 R2 is this one: https://www.amd.com/en/support/kb/release-notes/rn-pro-win-19-q1-1
The next version AMD Radeon Pro driver version 19.Q2 and above is compatible with Windows Server 2016 and above:https://www.amd.com/en/support/kb/release-notes/rn-pro-win-19-q2
So it seems like Windows Server 2008 is not supported by AMD anymore with Driver Updates.
So you will need to upgrade your Windows Server 2008 to a later version at or above Windows Server 2016.
EDIT: I downloaded Radeon Pro driver full Release Notes (PDF) for version 20.Q1.1 and under Compatibility it still shows Windows Server 2008 R2 as being compatible but not in Version 20.Q2 and above: https://www.amd.com/en/support/kb/release-notes/rn-pro-win-20-q1-1

Windows Server 2008 R2 is basically Windows 7 but with less bloat, so makes sense why AMD would say 20.Q1.1 supported both.
AMD, for some reason, accidentally added NT 6.1.1 to the .inf instead of NT 6.1, so I had to modify the .inf of 20.Q1.1 to install it on Server 2008 R2, as NT 6.1.1 doesn't exist.
AMD has also botched like every Windows 7 driver after 20.4.1, 20.4.2 doesn't install properly, and 20.5.1 has lag before and after UAC prompts, and even after multiple reports from different people, it still isn't fixed. Makes me wonder if AMD even tests their drivers anymore.
I should have asked you this from the beginning, but what is your computer/server setup information?
What GPU are you using that requires Radeon Pro drivers and Windows version. I was under the assumption you were using Windows 10.

Well, I have a gaming GPU (5700XT), so I'd be alright with gaming drivers, but AMD hasn't really made that good of Windows 7 gaming drivers recently.
I'm using Windows Server 2008 R2, which is basically Windows 7 under a different name and with less bloat.
just an educated guess, but concerning Windows Server 2008 AMD probably stopped supporting that OS since Windows 7 officially is End of Line and not supported by Microsoft with updates.
Even though it still is supported under Consumer AMD Driver for the RX5700XT.
I imagine Windows Server OS software is more critical than consumer OS software which probably explains why AMD stopped supporting that Server 2008 OS. Without any more updates from Microsoft that OS will become more and more vulnerable to being compromised by a hacker as time goes by. Plus AMD latest Drivers depends on the Windows OS being fully updated via Windows Update to work correctly.
Should have known you had Windows 7 by the 2008 year on the Windows Server you are using. My error in not spotting that before answering.
