high idle temps for 3900x and Noctua D15

As per title, I am idling at about 60-65c in windows at about 8% cpu load, I am using the Noctua d15 with both fans paired with an ASUS Crosshair VIII motherboard.


The only changes I have made in BIOS is to apply a memory frequency of 3600MHz and I also turned on DOCP.


I have also re-seated and reapplied thermal paste (Kryonaut) just in case it was a problem there and it hasn't made a difference.


if I applied high load, the temps don't actually go that high considering, they seem to hover at about 80c, would you consider this to be normal?
