Radeon VII memory frequency going past maximum!

Somehow my Radeon VII memory speed can spike past the set maximum value.

Here is a snippet from GPU-Z log file:

3rd column is memory speed. I left everything at default so max memory should be 1000MHz.

Anyone else experiencing the same thing? I cannot overclock the card as memory would peak at about 1400MHz and couldn't pass stability test.
