High GPU Video encode usage

Hello, i don't know if it's supposed to work that way for such a light "workload".
After this new Steam update and the "point shop" addition i noticed a stutter and then a massive frame drop in the store, being pretty annoying to browse like it was running at 20 fps, and having a high refresh rate monitor turns this issue a bit more irritating, normalizes on certain occasions but it is very inconsistent. Checking the Task Manager i saw a big video encode spike usage. I am attaching a short video to exemplify the situation.
PC Specs:

GPU: RX 5700 XT Pulse 8GB GDDR6 (Driver 20.4.2)
CPU: Intel Core i7-8700
RAM: 16GB (2x8) DDR4 2666MHZ CL15
MOBO: MSI H370 Gaming Pro Carbon (BIOS 1.10)
Storage: SSD Crucial MX500 1000GB (OS here) + SSD SanDisk Plus 120GB
PSU: Corsair CX750 80+ Bronze
Display: Acer KG251QF 24.5" LED - Full HD 144Hz (Main) + LG W2243S 21.5" LED - Full HD 60Hz
