Ryzen 7 3700x high temperature spikes

One week ago I made this build

CPU: AMD Ryzen 7 3700X 3.6GHz box
RAM:Corsair Vengeance RGB PRO 16GB DDR4 3600MHz CL18 Dual Channel Kit
Motherboard: MSI MPG X570 GAMING PLUS
Cooler CPU Deepcool Neptwin RGB
PSU:Corsair CS650M 80 PLUS® Gold CP-9020077-EU, 650W, ATX 2.3
GPU: Asus ROG Strix Nvidia GTX 1070 O8G

 

Windows 10 PRO x64 Build 2004

 

I didn't touch any settings from BIOS and windows power plan was set to balanced and as thermal paste I used Arctic Silver 5 3.5g.

 

The temperature of the CPU in idle is goes to 60 Celsiu degrees and if I try to boot a game like The Division 2, the temperature goes up to 85-87.

Also in idle the CPU goes up to 4.2Ghz and 1.5V. I tried to turn off from bios the option PBO and nothing happened.

Then I tried to turn off PBO and Core boost performance and the CPU fluctuated between 2.2Ghz and 3.6Ghz at 1V, but I encoutered another problem the computer was working like when you play a game and you had below 20fps.
