Virtual Super Resolution with memory overclock causes a blinking effect

When I use MSI Afterburner to apply any overclock to the GDDR6 memory on my RX 5700, I notice a periodic blinking effect when making use of Virtual Super Resolution.  This blinking is unlike the artifacts that appear when I overclock my memory too far (>1830 MHz on my particularRX 5700).  I'm curious if other folks have noticed the same thing, since I suspect it's a driver issue.  I must also mention that I connect to my monitor via HDMI.
