R5 3600x Underperforming

Hello there,

I get terrible performance in modern games and at first I thought it was because of my GPU but now I think it is because of my CPU. During gaming it is utilized around %30-40 and some irregularities happen when I fiddle with CPU core ratio.

Whatever Vcore value I set in BIOS, these values are not affected. Whenever I fiddle with CPU Core Ratio, however, CPU clock is stuck to 547 Mhz (all cores) and performance is terrible.

 

I tried BIOS 1NV but in default settings, it caused all cores to be locked on 547 Mhz. The values in the picture are from 1NT, all BIOS settings default except RAM set to 3000 Mhz manually.
