Hello, I Have AMD Ryzen 5 2600 and Radeon RX 590. The problem is that I have absolutely no smooth image in games. 150 FPS and feels like 30. The memory runs at 2933 MHz (according to the limitation of the motherboard), the processor overclocked to 3.90 MHz, repeatedly reinstalled the entire system, but nothing helped

Honestly it could very well be your overclocks that are the issue. While figuring out what is going on I would return everything to default settings.  Aside from that I would however suggest in Radeon Settings you set the Power Limit slider to its maximum of 50. There are some other settings that can cause stuttering at high frames such as HPET that can also be addressed:
