5700 XT nitro+ Sapphire Special Edition Low FPS

Hey all.
Recently put a new build together (specs below) but I don't seem to be getting the full performance from the graphics card. I've overclocked it via the AMD software and have switched the bios switch to primary but still only getting a max of 60 fps in any game (eg The Outer Worlds on high settings at 1080p). Has anyone else had this issue before?
