Problems between Win 10 and GPU

Win 10 + AMD Radeon 5700XT = lots of issues with gaming, internet.  I have attached my pc build + DXdiag text.  Any advice for someone who wants to play SkyrimSE on fullscreen and at above lowest level graphics settings.  Also The Witcher CTDs after 15 to 20 minutes play.

Oh and I must not forget that on start-up there can be between 5 and 10 automatic restarts each time before the pc settles down.
