Crossfire in DX11 or Multi GPU in DX12 and later require that the 2 cards be pretty much the same model or capability depending on which. Your 2 options are not going to be able to do that. Honestly there are very few games that support this setup anyway. You are always best to buy single card solution that meets you needs. Most find that anything else is just not worth the headaches it brings.
