GTA 5 Graphics Become Pixelated When Pressing (Right) Shift or Moving Mouse

When I open GTA 5, and move the mouse or suddenly click the (right) shift, or i move the mouse, my game pixelates

Does anyone have a solution to this? Check out the before and after in some screenshots I added. Also here are the settings that are set on my GTA 5 Game.

Have you got Radeon Boost enabled in the Radeon software? I had this issue too until I disabled it.
