AMD discontinued Windows 8/8.1 support a few years ago. Since then there hasn't been any more updated Drivers for Windows 8/8.1.
Need to go to AMD Download page and input your GPU card to see what drivers are available for Windows 8 and how old it is.
Some Users have mentioned about using Windows 7 drivers that might work in Windows 8/8.1.
