Does anyone have poor performance with cpu encoding with their 3800X ?

    AMD Graphics Card
        RX 5700
    Desktop or Laptop System
    Operating System
        Windows 10 64bit
    Driver version installed
        Radeon Software 20.2.2
    Display Devices
        1920x1080 @60Hz HDMI
        1440x900 @60 DisplayPort to DVI Adapter
    Motherboard + Bios Revision
        ASRock Gaming K4 Fatality Version P3.70 Revision 5.14
        AMD Ryzen 7 3800X 8-Core Processor
    Power Supply Unit  Make, Model & Wattage
        Thermaltake Smart 700W
        16GB 2400MHz


Does anyone have this weird behavior with CPU encoding? I've upgraded from Ryzen 5 2600 to Ryzen 7 3800X and I seem to be getting worst performance? When I use Rainway, with CPU encoding selected, to remote play games via Chromium on a laptop. I'm getting stuttering? Also, when I live stream via OBS with ARK which was butter smooth with Ryzen 5 2600, I'm getting stuttering in the preview window? Is there some BIOS setting I need to adjust to fix this? I do plan to upgrade my memory to 3000/3200 16GB+ if I can get get a good deal
