Ryzen 5 2600 bottlenecks my RX580?

Looks like my Ryzen 5 2600 can't keep up with my RX580. Is it because of low single-core performance or is the Metro: Exodus simply badly optimized? Most of the times i have 75FPS locked, but there are these locations where i drop below 75, even tho my GPU usage is nowhere near 100%

I'm running the game on high, 1680x1050 75Hz resolution, so dropping below 75FPS in some places makes the game less enjoyable than playing it at 60Hz 60FPS.

I also had 80-85% GPU usage in Star Wars Battlefront II as well (only rarely in some places). Older games have problems too, but there it's understandable, as they can't utilize multiple cores/threads like modern games do.

Everyone was saying that Ryzen 5 3600 is overkill for RX580, but now I start to regret buying the Ryzen 5 2600.

I verified the CPU performance in Cinebench and I get scores as expected, both multi core and single core.
RAM is running in dual channel, 3200Mhz CL16.
