The ability for a monitor to display an image at a given resolution and at a certain refresh rate depends entirely on the monitor and the input version (and the cable). What HDMI port revision do you have? 1.2, 1.3? Display Port version? They have different bandwidths. The higher the refresh the lower the resolution and vice versa, unless you have later revisions of HDMI or DP which support higher resolutions at even higher refresh rates.
Without telling us your hardware you can't receive help.
P.S, anything over 144hz is utterly pointless anyway. The difference between 165hz and 144hz is marginal and I'd highly doubt anybody could see the difference with the naked eye.
