I have a problem with an XFX RX 560 card where the fan stops and will not restart. Repeated attempts to use WattMan to turn off the "0 RPM" feature and set a manual cooling profile have failed. I have upated drivers to the latest Adrenalin Edition 19.11

The problem occurs intermittently without any specific game or application.
