Hello, I have a full AMD system and im really not sure what the cause of the problem is, but this bug has been plagueing me for a few months now. Whenever I launch a game (any game) in fullscreen mode, the game will be capped around 10fps and will never go over that number. As soon as I alt+enter or switch to windowed, im instantly fine and over 60fps no problem regardless of the game. However, restarting my PC fixes this for the first game I launch, and I'll be able to play in fullscreen no problem as long as I dont close the game. I have AMD Relive enabled and no other third party programs are interfering with the game as far as I can tell. I am on the latest drivers and have gone through many driver updates with no changes to this bug.
My pc specs are as follows
cpu: Ryzen 5 1400
gpu: RX 580
ram: 16gb 3000mhz
Has anyone ever heard of this or found a fix? Let me know if there's any other information I can provide to help find the cause of it
