That's just how the game is programmed. It's caused by the water shader.

On this forum site, someone wrote that AMD graphics were broken with ENB. I think you should try games without ENB, because ENB is 3rd party software, and it is very unlikely that AMD will usually test such 3rd party API patch.

But I want to find out the problem in the breakdown of only my video card or the problem of all AMD cards

I tried ENB for Fallout4 with FarCry5 game and there was no graphic distortion. I'm using RX480. But it would probably distortion if I changed ENB settings.
