Threadripper 2990wx Idle at 60C

My computer was randomly crashing.  I replaced the power supply, but now that I am looking at the cpu temp, maybe my cpu was getting too hot.  I ran a benchmark and it got up to 71c.  The cpu gets throttled at 68 according to AMD. The benchmark of the cpu score was 2000 (Should be around 11000 on cinebench). The computer Idles around 60C with no programs running and hits 70 and above when running benchmarks.  I have a TR4 Enermax Liquidtech 280 cooler. It is 6 months old.  Any idea why the cpu benchmark is so bad and why its running so hot?

funxion32388, without a screenshot of Ryzen Master (RM) and a complete list of your system parts, we have ZERO chance of even guessing what might be happening.  Please post a screenshot of RM and a complete list of parts.  Thanks and enjoy, John.
