since in using the gigabyte 5700xt gaming oc youtube videos sometimes randomly get set to 360p. this behavior is only there when i havbe the 5700xt in my system

How does this issue relate to a display driver or a GPU?

I only get this when i have the 5700xt installed tried with my old gpu(750ti) and i didnt have issue for the whole evening. it just flickers 1 time with a black screen and then resolution us set to 360p

Disable GPU hardware acceleration for your web browser. Maybe it will work. Also 5700 series have problems with 75Hz. https://www.amd.com/en/support/kb/release-notes/rn-rad-win-19-9-2
