my windows fast startup is turned on but for this my amd driver crashes all time after turning on my pc.it says "Default radeon wattman setting have been restored due to an unexpected system failure",also my fan speed stuck on 0 rpm.Windows fast startup is very useful option,i don't want to turn it off,why they don't fix this problem ??

I don't have this issue with my AMD Radeon 5700 XT using the latest Adrenaline 19.9.2 drivers.  I also use the Windows 10 Fast Startup with up-to-date Windows 10 build 1903.  We would need more details about your system:
