My GPU fan is showing 115RPM at all times

In the Radeon Overlay, my R9 380 is showing the fan at 115RPMs at all times, even while gaming. I only thought to check this because Gears 5 kept freezing up with graphic issues. I'm going to try giving the card a good cleaning, but any other ideas? Could this be misreporting?

I should also note that drivers are up to date and manually adjusting the speed via WattMan seems to have no affect.

Further follow up. Did a DDU reinstall of fresh drivers and now they show at 0RPM. They twitch when I boot up, but they don't move at all. I can turn them easily with my fingers or even just blowing in them, though.
