error message 1603

I just bought a brand new vega 56 sapphire pulse, and the driver installs but none of the required radeon software. not even radeon settings. I have tried everything  suggested on the official amd error code 1603 page but nothing works. I've already reinstalled windows multiple times, tried several driver versions, tried installing without an internet connection and everything on the amd page but so far nothing has worked. is there maybe a way to download the radeon software seperate from the driver installer so I can see if maybe that works? and could it maybe even have something to do with a faulty card? thanks in advance
