turn off fullscreen optimization win10

Anyone have any idea where to turn off the completely dense "full screen optimization" thing in win 10 1903? It is clearly the full screen optimization that cap all my games at 30 fps when I am in fullscreen with V sync on, because once I go in borderless window it magically goes to 60 with v sync on again..But in forza horizon 4 you can't put the game in borderless window, and literally ALL the methods of turning off fullscreen optimization have been eliminated in the 1803 update ... Like Microsoft is forcing game mode and the crap on you ... Turning off full screen optimization via "properties" when clicking on the game's EXE does not go, since forza horizon 4 does not have an EXE, it uses a completely different file type ... The way to enter via game bar (win + G) and turn it off via settings are gone, the way to access via system screen advanced settings is gone and the way to turn it off via settings-game-gameline is gone ... Where the hell did they move that option to?
