Video cuts out when starting anything GPU intensive

Computer Type: Desktop, custom

GPU: MSI Radeon 580 Gaming 8GB, no OC.

CPU: Intel i5 4670K 3.4GHZ, no OC.

Motherboard: ASUS ROG Maximus VI Hero

RAM: 16GB 4x4GB

PSU: Corsair 800W

Operating System & Version: Windows 10, 1903 build

GPU Drivers: 19.7.4-July29

Chipset Drivers: Unknown

Background Applications: Any GPU intensive application (Overwatch, World of Warcraft, Furmark, etc)

Description of Original Problem: System video cuts out during GPU intensive workload

Troubleshooting: With ONLY video driver installed (no HDMI audio, Settings, etc), starting a game, or a benchmark app like Furmark, my video signal cuts out immediately. Full computer restart required to recover. Same issue with 19.5.2 drivers (DDU to remove via safe mode, fresh driver install). Ran VMT memory check, no errors found.
