Could you post a little more about your system?  In particular the amount and type of memory and what graphics card you are using?

Not all programs can take advantage of all of the threads that a multicore/multithreaded processor like yours makes available.  It's normal not to see 100% utilization in that case and does not necessarily indicate that anything is wrong.

Dota 2 is relatively CPU demanding and laptop processors like yours tend to be less powerful.

Set your Windows power plan to bananced if it is not set already.
