Default Radeon WattMan settings has been restored due to unexpected system failure?

I have been getting this error for roughly half a year now, at least since December and I am finally breaking down and asking Why? Below are my system specs and more info.

AMD Graphics Card = Sapphire Vapor-X R9 290 (all stock out of box settings)
Operating System = Windows 10 64bit 1903 b18362.145
GPU Driver installed = Radeon Software version 19.4.3 (Adrenalin 2019)
LG 1440p = DVI @ 60Hz (only one connection)
Motherboard = ASRock AB350 Pro4 + BIOS = P5.70
CPU = Ryzen 5 2600X (all stock settings)
RAM = Team Group 8GB x 2 = 16GB 3200 Mhz (stock clocks)
Memory installed = 16GB
Power Supply = CORSAIR RMx Series, RM1000x (1000 watts)

Describe your issue:

After every reboot I get a notification that default wattman settings have been restored due to unexpected issue. This has been happening for many months now, and probably since late last year when I was on a different windows build. I have never used Wattman or changed any settings on Wattman, but I keep getting the error notification after every reboot regardless.

No issues during gaming, no issues during Windows usage either. The error ONLY occurs during every reboot and is 100% reliable on each and every reboot.

It's just kinda annoying me to no end having to clear out the notification, so I am finally reporting it since my machine is healthy and fairly new. The oldest part is my GPU, lol.

Any ideas what this could mean? I see others have got the same error but I see no reports or "how to" on how to stop it.
