RX 480 weird activity spikes and frequent stutters

Question asked by bartimaeus on Mar 27, 2019

My GPU activity is all over the place (this is from minimal programs running). I can't even watch twitch streams from how bad it is and it frequently lags during gameplay. Why is this happening?
