1920 by 1080 no monitor

AMD Radeon 5450 HD 2GB - Windows 7

My requirement is to test software on a large number of machines running headless (no monitor) at 1920 by 1080 some of which have AMD Radeon 5450 HD 2GB's. I am looking for a software solution to allow the 1920 by 1080 resolution to be selected. Currently 1600 by 1200 is the max resolution available with no monitor connected.

I have had no luck with solutions involving EDID as there is no monitor involved and therefore no EDID registry entries to override.

I currently set the resolution in the graphics driver section of the registry which appears to be a good way to set the resolution however the nodes with AMD cards fall back to 1600 by 1200 due to not having the 1920 by 1080 resolution option(having had no monitor connected).

The NVIDIA nodes work fine out of the box.

Ideally someone here knows enough about where the AMD Radeon is getting these default supported resolutions from and I would be able to change them.
