USB devices are ejected successfully but the USB hard drive still spinning

1400 + MSI B350M MORTAR + RX460 + windows 10

After I eject USB devices successfully, the USB ports do not power down, and the USB driver still spinning.

I have reset my OS but this problem does not solved.

I have tried to start in safe mode, and this problem is gone away.

I have tried to start without any boot applications and only load basic system services, but this problem still appear.

I have tried to delete all the drivers but AMD, but this problem still appear.

I have asked MSI's after-sales service staff, but they don't know. (I have turned off the switch of wake-on by USB and enable the option of ErP Ready)

I asked my friends who use Ryzen platform, and they said they have the same problem, but they don't think this is a big problem.

I have no idea to solve this "problem".

"Ejecting" a USB drive just disconnects it from the OS so read/write operations are stopped and it can be removed, power is still being fed to it.

you need to actually disconnect the disk to stop it, I have a USB cable I use with salvaged disks for backups and Windows automatically makes sure the disks can be yanked so it does not use write behind caching etc.

Then I can swap disks when I need another one
